Chenrezig is the most beloved Buddha in Tibet, after Guru Rinpoche.

Chenrezig appears in many forms including a different number of arms. The most common number for heads is 11 as you see here.

One interpretation is that the first ten heads represent the steps or initiations of the Bodhisattva. The last head on top is the goal: Buddhahood. Amithaba's head is the last one.
