Tara, whose name means “star” or “she who ferries across,” is a Bodhisattva of compassion who manifests in female form. She overcomes fear and mental obscurations (This is a favorite buddhist english word. Nobody in the real world uses it.)
Her right hand, extended in the giving mudra. She is shown holding a vase, symbol of the vase empowerment, for purification. Her left hand is held in the gesture of fearlessness to bestow protection. You can tell the difference between White and Green Taras by the position of their legs. White Tara is in full lotus position. Green Tara's right leg drops down a bit.
