Kuan Yin is standing on a dragon pouring the water of compassion from a vase.
This figurine depicts the Bodhisattva of Compassion, Kuan Yin, riding on the back of a dragon. Her right hand is raised with the palm outward to signify protection, while her left hand holds a vase with which she pours compassion on to the world.

There are several interpretations of the dragon she is riding. Some say it is a symbol of the high esteem given to the emperor. Others suggest that the dragon represents the lower nature of anger and rage over which Kuan Yin has mastery through the power of compassion.
